Who is to blame? "He did nothing wrong"

Christian Horner reacted in front of the camera at Sky Sports to the incident between Max Verstappen and Lance Stroll. He didn't blame any of the drivers and mainly threw it at a misunderstanding between the two. Sounds like a valid statement, but Johnny Herbert does not entirely agree. Mainly because Stroll didn't do much wrong in his view. Stroll did nothing wrong "Wait a minute, Christian.
