Next F1 season will be used as a test for the budget cap

One of the biggest talking points outside of car design is the budget cap. Liberty Media still need to decide if they want to introduce it to Formula 1 and according to F1 CEO Chase Carey, the 2020 season will be used as a test for the budget cap as more and more teams warm to the idea.  Currently, the difference in budgets between the 10 teams is significant. The three teams with the biggest budgets always finish on the podium (unless it rains) and therefore higher up the Formula 1 world championship.
