Spanish-based F1 team for 2021 in the works?

Monaco Increase Management have issued a press release stating their intention to join Formula 1 in 2021, in association with Campos Racing. There have been very few positive noises from Formula 1 and the FIA with regards to a new team joining the sport in time for the rules overhaul in 2021. Formula 1 managing director Ross Brawn was keen not to rush any new teams in during the first season of the major regulation changes, while FIA boss Jean Todt said more recently that there had been no 'strong contact' from a 'solid new team'.
