Horner suggests that 'Formula 1 will not change at all' despite 2019 rule changes

Red Bull team principal Christian Horner has said that the 2019 rule changes are expensive and suggests that they won't change anything.  The 2019 rule changes are the first steps to radically change Formula 1 by the year 2021. The idea of the changes is to improve overtaking by 20%, a percentage given by Ross Brawn.
